The biggest increase of pollution charge of five heavy metal factors
According to the notice on adjusting the collection standard of pollution charge in Zhejiang Province (zjz [2014] No. 36) jointly issued by the provincial Price Bureau, the provincial finance department and the provincial environmental protection department, the collection standard of pollution charge has been adjusted as follows since April 1, 2014:
(1) In addition to five kinds of heavy metal factors (lead, mercury, chromium, cadmium and arsenic, the same below) in water pollutants, the collection standard of pollution charge for each factor is adjusted from 0.7 yuan per pollution equivalent to 1.4 yuan;
(2) In addition to five kinds of heavy metal factors in air pollutants, the collection standard of emission fee for each factor is adjusted from 0.6 yuan per pollution equivalent to 1.2 yuan;
(3) The collection standard of the five kinds of heavy metal factors in water pollutants and air pollutants is adjusted from 0.7 yuan and 0.6 yuan per pollution equivalent to 1.8 yuan;
(4) No adjustment shall be made to the collection standards for solid waste and noise emission fees.
In addition, the measures for collection, reduction and use of pollution discharge fees shall still be implemented in accordance with relevant national and provincial regulations.
It can be seen that the collection standard of emission charges has been greatly increased, especially the five heavy metal factors in air pollutants, which are two times higher than the original. Taizhou City Environmental Protection Bureau staff introduced that heavy metals have serious environmental pollution, and it is difficult to repair after pollution, and the cost of treatment is high, so the pollution discharge fee is relatively high.
Increasing the cost of pollution discharge forces enterprises to save energy and reduce emissions

According to the staff, there were 4221 enterprises involved in pollution discharge in Taizhou last year, with a total of 101.96 million yuan of pollution discharge fee. The purpose of raising the standard of pollution charge collection is to give full play to the role of economic leverage, to force enterprises to take the initiative in pollution control, vigorously control pollution, promote energy conservation and emission reduction, and improve environmental quality. It is understood that the highest enterprise emission fee paid by Taizhou last year was 6.79 million yuan.
